The Elkhart County Visitors Commission was established through Indiana law. The legislation dictates the basic structure guiding the ECCVB operations.

The legislation gives the authority to the Elkhart County Visitors Commission to contract with the ECCVB to provide visitor services, promotions and tourism development to Elkhart County.
